In attendance: Jim Nelson, President, Cindy Nelson, Treasurer, David Cable, John Zompetti, Joe McSwain, Wes, Cindy & Lana Martin, Les Lowman, Danny & Dara Buckalew, Carolyn Layton, Irene Mays, Roy & Joanne Duncan, Jeffrey & Nicole Thompson, Loretta & Jonesy Box.
Meeting called to order by Jim Nelson at 7:04pm
Minutes of April 2022 meeting, reviewed and accepted as read.
Treasurer’s report, reviewed and accepted. Cindy Nelson asked if anyone would volunteer to audit report. No volunteers voiced. Irene Mays motioned that no audit necessary, seconded and accepted.
Jim Nelson announced that Joanne Duncan has agreed to be secretary as Erica Wilson is moving from Lake O Pines (LOP).
Mosquito control: Jim stated that he requested mosquito control come and spray LOP and they did. He also stated that they will not spray if bee hives are in the area so if you have bee hives, please let him know.
Briefly discussed by-laws stating twice yearly meetings (April and Sept.) Jim mentioned he had not seen a need for meeting in Sept. 2022.
Motorized vehicles continue to be a problem on the dam. Jim stated there are signs on each end of the dam posting this information. Wes Martin mentioned that there is no longer a sign on his side (South end). Cindy Nelson mentioned that the signs would be replaced soon. Several people stated they frequently see people on the dam with a variety of motorized vehicles. It was also mentioned that there are a large number of tracks and ruts present on the dam.
Clearing back of dam is needed on a regular basis. Byron Adkins formerly took care of this but he has moved from LOP. Jim researched potential vendors and best offer is $175/hr. Initial quote was $875. but then lowered to $650. Irene Mays motioned that we should accept this quote and hire. Motion seconded and accepted.
Health of lake discussed - Main issue is under-fishing of lake and overabundance of bass. Several members commented on problem and potential solutions. It was generally agreed to remove any fish caught in order to reduce competition for food. Wes Martin stated he had experience assisting others in lake management and recommended that the lake be “shocked.” Roy Duncan added that he felt “shocking” the lake was not necessary at this time. It was a concern by several present that there are so few people seriously fishing that making these efforts a priority is not necessary at this time.
Water level concerns were initially voiced by Danny Buckalew. He suggested options to correct the continuous draining of one pipe at dam in order to keep more water in the North end of the lake. There was concern by those who have too much water in their areas and having erosion problems and losing soil into the lake. Jonesy and Jeff Thompson are both having issues with water level rising on their properties.
Danny is also concerned about the quality of water with vegetation and other possible pollutants. He is planning on taking a water sample tomorrow, to the MS State Extension Service for evaluation.
Roy Duncan has also researched ways to improve shallow areas. He mentioned a “pontoon barge” to dredge certain areas. Jim requested that Roy do further research on this issue and to speak about it at next meeting.
Carolyn Layton volunteered her son, Joshua Layton, who is a Civil Engineer, to consult on this issue. She stated “There will be no charge to LOP.”
It was brought up that alligators may still be present in the lake. Jonesy mentioned that he had seen several sunning themselves in the grass on or near lots 69-70 last year. Jim has spoken to Brandon Able for guidance on this issue. He was referred to Heath Seymour. Wes Martin stated he could research this issue further, with some of his contacts. Wes will get back to Jim with details.
Cindy Nelson brought up an issue with an unsafe/unlevel condition at boat ramp. Discussion followed re: how to handle problem. The discussion at this time was to table the discussion as the number of users of the ramp were few and they had other options to launch their crafts.
Les Lowman inquired about purchasing the access path adjacent to his property. He contacted power company, they did evaluate the area and found a power pole down, still “hot”, they immediately cut power to pole. Les and the group discussed a Quitclaim/Warranty Deed in order for Les to purchase the property. Les offered $100 which was unanimously accepted by the members present.
Jim reminded everyone that dues are payable this month, for 2023. New tags are pink. It was mentioned by Jim that LOPLC residents are encouraged to ask boaters to see their tag. If they do not have one, remind them they are trespassing on Private Property and tell them to “Enjoy the rest your day fishing, but if you return the Sheriff will be called. But under no circumstances are LOPLC members to get in any kind of confrontation with them. Be polite, do not put yourself at risk.”
Nominations for President was discussed and there were none, but a nomination was requested for Vice President as Byron Atkins has moved from the area. After brief discussion Nicole Thompson volunteered to fill the position and was unanimously accepted by the members present.
Open discussion regarding need for Sept. 2023 meeting. Jim will re-evaluate as it gets closer.

As a note: after the meeting Joe McSwain agreed to mow the dam walkway for $200 a year. No vote was taken as this was the amount previously paid to Byron Atkins. There were no other volunteers when we discussed it during the meeting.
