LAKE O PINES LANDOWNERS CORPORATION MEETING MINUTES APRIL 12, 2022 The meeting was called to order at Vancleave United Methodist Church at 7:03 pm by Jim Nelson, President. Also present at the meeting were Cindy Nelson, Treasurer, Connie Van Alstine, Nichole Thompson, Danny Drahos, John Zompetti, Roy Duncan, Joanne Duncan, Benjamin Covington, Irene Mays, John Ford, Stephanie Ford Butch Rosscup, Cindy Rosscup, John Ford, Stephanie Ford, David Cable Linda Cable. At this time Joanne Duncan graciously agreed to take note. Thank you, Joanne. The attendees each introduced themselves and shared information with those present. Minutes from April 12, 2021 were read by all and approved. Treasurer’s Report was distributed and explained by Cindy Nelson, approved as read. Balance as of April 13, 2022 was $8,460.30. OLD BUSINESS: CLEARING OF DAM - Members approved Byron Adkins to continue to clear and mow, using his provided necessary equipment, the non-water side of the dam at an agreed upon cost of $500 per episode. Jim mentioned that due to rapidly rising gas prices, Mr. Adkins requested an additional $125/yr to purchase gas. The members felt that this should be raised to $200. It was voted on an approved at $200 a year. ACTIVITIES COORDINATOR - Connie Van Alstine volunteered to accept this new role. All approved. Suggestions were made regarding the need and importance of activities to unite LOPLC. Connie suggested a Welcome Basket for new neighbors. All voted and approved for $50/basket/family. A motion was also made to attempt three annual gatherings, encouraging neighbors to supply various food dishes and items for activities, focusing mostly on the youth. It was voted and approved that LOPLC would spend no more than $250/event. HEALTH OF THE LAKE - Roy Duncan discussed the overpopulation of fish in the lake and encouraged those who fish, to not throw back smaller bass. He also stated weeds are less of a problem at this time. Also discussed possibility of testing water to balance nutrients. Due to anticipated cost of “treating” lake water testing, this topic was agreed by all to be tabled for another time. There were several discussions regarding fishing by outside groups. Danny Drahos suggested a youth fishing tournament (Vancleave fishing team) and Cub/Boy Scouts. The downside of this would be the potential for some of those who fished these tournaments may return to the area to fish. It was mentioned by Jim Nelson that returning to the lake by those involved would be discouraged. REQUIRED MEMBERSHIP TAGS TO FISH - Jim Nelson encouraged all to question those fishing to see if they have current LOPLC tag. (2022 tag is bright orange.) MOSQUITO CONTROL - Jim Nelson asked if there were any issues with mosquitos at this time. There was none but he encouraged everyone to contact him as needed if problems arise. NEW BUSINESS: COLLECTION OF MEMBERSHIP DUES FOR 2022/23 - $75. Per family, $40. for single family member; $100. for other non-LOPLC members. The criteria for membership and use of Lake was discussed at length. It was agreed and approved by all that there will be no further acceptance of these not residing in LOPLC (as discussed per plat of area). There are however, two gentlemen living outside the plat area who are paying members and who fish on the lake. It was approved by all that they would be “Grandfathered” as members. GROWING FUNDS IN TREASURY - the health of the current balance was discussed. Documented expenditures explained by Cindy Nelson. ALLIGATOR - Jim mentioned that he was approached by a non-member regarding concern over presence of alligator in lake. Several opinions were discussed, final result was that it has caused no problems at this point, so there will be no attempts to remove. SPEEDING OF VEHICLES AROUND LAKE AND NEIGHBORHOOD - Jim was able to speak to a contract person observed speeding through the area. We have been encouraged to address speeders as needed. CLEAN-UP OF JUNIPER - Peyton Morris has consistently and regularly been picking up large volumes of trash along Juniper. Jim asked opinions about buying a gift card as thanks from the LOPLC. It was unanimously approved that a gift card for $100. be purchased and given to Peyton from a grateful neighborhood. ELECTION OF NEW OFFICERS - This is required every two years. (Last election was April 2020). Jim asked for volunteers for President, Vice President, Treasurer and Secretary. As there were no volunteers for office, it was approved (and agreed by Jim Nelson) that he would continue on as President, Cindy Nelson as Treasurer, Erica Wilson (though not present) may continue on as Secretary. MOTORIZED VEHICLES ON DAM -Jim observed several instances of people using golf carts along the dam. He stopped one person and informed her this is not permitted. All agreed that no motorized vehicles should be on the dam in order to preserve the integrity of the area. LOP/SPRING LAKE FACEBOOK SITE - Due to ever increasing numbers of people requesting to join, it was discussed by the group about the mixing of both LOP and Spring Lake neighborhoods. It was agreed that the Facebook page should be split into the two separate neighborhoods. This HAS BEEN Added by Jim Nelson… after the meeting this was discussed with Joanne Duncan (Facebook Care Taker) that we would table this as it would be very complicated to do without losing a lot of information regarding the two neighborhoods. At this time, we don’t know of anyone to take on the role of Spring Lake Facebook Care Taker. The other question Joanne and I discussed was where we draw the demarcation line. The meeting was adjourned at 08:30pm. Next meeting will tentatively be scheduled for Sept. 13, 2022, at Vancleave United Methodist Church. 22 |
